Ok here's what I think! This installation exists in a small prison for peaceful protesters who were captured by a tyrannical, but dull-witted, government. The leader has a crazy advisor (not unlike Rashkolnikov. Well ok, maybe a BIT unlike) who insisted that if the protesters were forced to sit in a room with this robotic horror for ten hours a day for six months, all the prisoners would soon lose their appetite for protesting!
What actually happened is the prisoners found the off switch quite easily and, taking turns at the lookout post so the machine could be turned back on quickly, mostly the prisoners spent their time playing word games and planning their next protest.
(Also, the thing Ted said about the nipples is probably true.)
